So I fathom it's safe to say that the correct policies are running as correctly in these instances. What else do you think can change registry keys on the local machine without explicit admin creds?
Nothing I can think of off the top of my head. Have you tried setting a GPO to force the "direct" setting instead? Yehaw IIRC just run gpedit.
